This glass negative is titled for Thomas H. McDonald and the Bureau of Public Roads, the federal agency that oversaw highway work in the years after Congress passed the Federal-Aid Road Act of 1916. The National Photo Company, a Washington firm that documented officials and public life in the capital in the early twentieth century, is the source of the plate, which dates to about 1920. Herbert A. French gave the negative to the Library of Congress in 1947. Streaks and blemishes in the glass come from the natural deterioration of its original coating, and they are worth noticing as part of the plate's physical history.
