The label on this glass negative names the Agriculture Department's Bureau of States Relations, a unit that handled the department's dealings with state governments and agricultural colleges. Its title comes from information the National Photo Company wrote on the negative or its sleeve, which the Library of Congress notes is unverified, and the date of about 1920 is inferred from neighboring negatives in the same group. The National Photo Company was a commercial firm that documented Washington, D.C., government offices and officials in the early twentieth century. Visible streaks and blemishes are typical of the deterioration that affects old glass plate coatings.
