Taken in Washington, D.C., on February 13, 1939, this portrait comes from the Harris & Ewing studio, a firm that photographed many government officials, members of Congress, and visitors to the capital. The record does not name the sitter, so the picture is best read as an example of studio portraiture of the period, when posed formality, plain backdrops, and controlled lighting made images suitable for newspapers and reference files. George W. Harris and Richard Lee Ewing founded the studio in 1905, and its large negative collection was later deposited with the Library of Congress, which holds it today.
