Taken on January 2, 1939, the day before the 76th Congress convened, this portrait shows Michigan Republican Arthur H. Vandenberg, then in his second term in the Senate, which he had entered in 1928. The Washington studio of Harris & Ewing, founded in 1905, built much of its business on formal sittings with officials, so its pictures of lawmakers from this period are a common record of the capital's political figures. Vandenberg was then a leading voice against American involvement in the war spreading across Europe, and he later became a central figure in bipartisan foreign policy after World War II.
