Veterans crowded the broad steps of the U.S. Capitol on May 2, 1922, as a petition signed by more than 1,000,000 former servicemen arrived to press for a federal bonus for their wartime service. Congress had not yet approved the payments, and the debate centered on whether veterans should be paid immediately or at a later date. The National Photo Company, which recorded life in the capital during these years, captured the scene, and the picture shows how the Capitol's steps served as a stage for citizens bringing their demands to lawmakers.
