Here the sitters are Sen. William E. Borah of Idaho and Mrs. Borah, a portrait pair rather than a public event. Borah served in the U.S. Senate from 1907 until his death in 1940, and he was known for independent views on foreign policy, including his opposition to the Treaty of Versailles and his push for the 1921 naval disarmament conference. The National Photo Company, a Washington studio, made many glass negatives of officials and society figures, and the record notes that the title and date come from the company's labeling and nearby negatives. The glass shows streaks and blemishes from the deterioration of its original coating.
