The poster's headline, "over 90% N.O.P.E.," is a bit of wartime shorthand that the design leaves viewers to decode, and it targets the home-front effort to sell war bonds. It was produced under the Federal Art Project, part of the Works Progress Administration, whose poster units made silkscreen designs on defense, health and savings for public campaigns. The date stamped on the face, January 21, 1943, shows the sheet was still in use well after its 1941 design date, when the government was building its defense savings program ahead of the country's entry into the war.
