The title sets a fishing scene: "I guess that reform bait won't work this side," the caption says, so "better try an anti-Catholic worm." Published in New York in 1876, the lithograph appeared during the presidential campaign that pitted Republican nominee Rutherford B. Hayes, a former governor of Ohio, against Democrat Samuel Tilden. Hayes ran on reform after a run of scandals had tarnished the Grant administration. Anti-Catholic appeals were a recurring part of American politics in the 1870s, and the cartoon mocks the idea that such a lure might win votes where reform language failed.
