On February 20, 1929, Secretary of State Frank B. Kellogg met with Norwegian minister Halvard H. Bachke, and this glass negative records that encounter in Washington. The National Photo Company, a commercial press studio active in the capital in the 1920s and 1930s, produced many such portraits of officials and diplomats for newspapers. Kellogg was then nearing the end of his term, which ended in March 1929. Faint streaks and blemishes on the negative come from the gradual breakdown of its original coating over time.
