Rain and darkness reduce the U.S. Capitol to a soft, glowing mass in this view from about 1919, with its lit facade and dome rising out of the wet night. The photograph is credited to Grenbeaux and was deposited with the U.S. Copyright Office, which is why a copy survives in the Library of Congress collection. Night exposures in the 1910s required long shutter times, so moving rain and passing lights would have blurred into streaks. The dome, finished in the 1860s, had by then become a familiar symbol of the capital.
