The title names the three men in the picture, and the joke is that these "peace-makers" are settling their accounts with the Devil. The caricature targets the Earl of Bute, the Duke of Bedford and Henry Fox, Lord Holland, who were tied to the 1763 Treaty of Paris that ended the Seven Years' War. Fox, as paymaster, was widely accused of profiting from wartime spending, so the image plays on the idea that the settlement served private gain. Satires like this one, aimed at ministers suspected of corruption, helped shape the distrust of British government that grew in the colonies during the 1760s and 1770s.
