Freeman H. Morse, the man pictured here, served as United States consul general in London, a post that put him at the center of Anglo-American relations during the Civil War. The caption card gives 1862 to 1866 as his term, though the record notes that these dates are unverified and no date is recorded for the photograph itself. London in those years was a hub of diplomatic pressure, as Union officials worked to keep Britain from aiding the Confederacy, including over warships built in British shipyards. A portrait of a consul from this period offers a useful view of the people who carried out that delicate work.
