Seed distribution at Senator Penrose's office is the subject of this glass negative, which is dated only tentatively to 1919 or 1920 based on similar negatives in the same group. Boies Penrose, a Pennsylvania Republican, served in the Senate from 1897 until 1921, and senators of that era mailed free seeds to constituents, keeping their offices busy with requests. The National Photo Company recorded Washington life for decades, so the plate offers a glimpse of everyday congressional business. Streaks and blemishes on the glass reflect natural deterioration of the original coatings.
