Forest City, in Susquehanna County in northeastern Pennsylvania, was a young coal town in 1889, about a decade after it became an incorporated borough in 1878. Its economy rested on anthracite mining and the crews, company offices, and supply trade that grew up around the pits. Residents of the period measured their town by its shafts, its rail connections to the wider anthracite trade, and the steady arrival of miners and their families. That same spring, the Johnstown flood in western Pennsylvania had drawn statewide attention to industrial communities and their vulnerability, and people in towns like this one followed the news closely.
