The French title, *Madrid. L'action "militaire" des rebelles*, shows that this poster was meant for audiences beyond Spain, and the scare quotes around "militaire" dispute the rebels' claim that their bombing was a legitimate act of war. The Ministerio de Propaganda in Madrid issued it sometime between 1936 and 1939, during the years when aerial attacks on the capital were a constant feature of the Spanish Civil War. The Library of Congress indexes it under air operations, civilian casualties and children, which points to how central the bombing of civilians was to Republican propaganda.
