Unlike most studio portraits of Native visitors, this one shows an entire delegation, with Commissioner of Indian Affairs Thomas Jefferson Morgan seated among the Dakota delegates who came to Washington in February 1891. Photographer C.M. Bell made the albumen print in his Washington studio, where many visiting delegations were recorded. Such visits were tied to the 1889 agreement that broke up the Great Sioux Reservation and to the strained months after the Wounded Knee killings in late 1890. The formal group arrangement shows how federal officials and tribal representatives negotiated face to face in the capital.
