Construction on the Washington Monument stalled for two decades before work resumed in 1876, and by 1887 the marble shaft had stood complete for a few years. The obelisk did not open to visitors until 1888, and the grounds around its base were still unfinished in the years before then. The caption card also lists veterans and military camps, though those subject tags are unverified and may refer to the wider area rather than the monument itself.
