Oscar Underwood, the Alabama Democrat who served in the U.S. House and later the Senate, is caught here on the move as he leaves the Capitol, the snapshot recorded in January 1920. Underwood was a central figure in Congress during this period; he had led the House Democrats as majority leader and later chaired the Ways and Means Committee, and he would soon make a run for the presidential nomination. The National Photo Company, a Washington studio that documented the city's officials and street life in the early twentieth century, made the glass negative. Its surface shows the streaks and blemishes typical of aging coatings, which adds to its feel as a worn, original record of a working day on Capitol Hill.
