Under Secretary of War Robert Patterson is shown congratulating Lt. Masand Otake, a Japanese American officer from Lahaina, Maui, on the work of his unit, the 100th Infantry Battalion. Lt. Gen. Mark W. Clark, commander of the Fifth Army, stands nearby. The battalion was made up largely of Nisei soldiers from Hawaii, who were sent to fight in Europe at a time when many Japanese Americans on the mainland were held in internment camps. The photograph was taken in August 1944 in the Leghorn (Livorno) area of Italy, where Fifth Army units were regrouping after the campaigns of that summer.
