Harding's first address to a joint session of Congress, delivered in April 1921, was a brief, plainspoken speech that set the tone for his administration. Congress had been called into special session to deal with tariff legislation and other business left over from the Wilson years, and Harding's appearance in the Capitol drew wide attention. This print comes from the National Photo Company, a Washington studio whose photographers recorded official Washington in the 1910s and 1920s. The photograph was taken by Herbert E. French and was later kept in an album of Harding images, which makes it a useful record of how the event was documented.
