Thaddeus Stevens, the Pennsylvania Republican, is the figure at the center of this 1860 lithograph, which casts his congressional work as a doctor's operation. Its title, "Congressional surgery. Legislative quackery," treats the House's proposed fixes for the sectional crisis as a bad cure. The print, signed "A. Del.," belongs to a wave of political cartoons from the months before the Civil War, when debate over slavery and constitutional amendments dominated Washington. Stevens was among the most outspoken opponents of slavery in the House, which made him a frequent target for cartoonists on both sides of the question.
