Ships moored in the foreground set this sheet apart from the other New York views in the Pennell group, which usually focus on streets, bridges, or towers. Joseph Pennell, an American illustrator and printmaker who spent much of his career recording the city's growth, made the drawing in watercolor and gouache on thick gray paper sometime between about 1921 and 1926. The skyline rising beyond the hulls reflects a period when Manhattan's towers were multiplying quickly, and the piece is one of forty-nine New York studies that came to the Library of Congress through his estate.
