Puck's May 12, 1880 color lithograph, printed across two facing pages, sets the presidencies of Ulysses S. Grant and Rutherford B. Hayes side by side, calling the Grant years of 1869 to 1877 "the strong government" and the Hayes years of 1877 to 1881 "the weak government." The contrast carried a political charge. Hayes took office after the disputed 1876 election and the compromise of 1877 that withdrew federal troops from the South and effectively ended Reconstruction, and the cartoon used that history to argue about national authority ahead of the 1880 contest. J.A. Wales, who signed the drawing, was one of the magazine's regular cartoonists.
