This engraving shows Thomas Egerton, whose record gives his title as Baron Ellsware and Viscount Brackley. He is better known as Baron Ellesmere, the title he received in 1603, and he was later made Viscount Brackley in 1616. Egerton served as Lord Keeper and then Lord Chancellor under Elizabeth I and James I, and he presided over the Court of Chancery for much of that period, shaping equity law in England. The print's engraver, W. Holl, worked in the nineteenth century, so this likeness was made long after Egerton's death in 1617 and reflects how later generations chose to picture a Tudor and Stuart statesman.
