Little is recorded about E.P. Crowley beyond his name and the Emergency Fleet Corporation, the federal shipbuilding agency created in 1917 to expand the American merchant fleet during the First World War. This glass negative, dated October 7, 1925, comes from the National Photo Company, a Washington studio that documented government officials and public life for decades. Several years after the armistice, the corporation was still overseeing ships from its wartime program, so the image offers a glimpse of the agency in its later years. Worth noticing are the streaks and blemishes on the glass, which come from deterioration in the original coatings.
