Little is known about this scene beyond its title, which the Bain News Service wrote on the caption cards and which the Library of Congress lists as unverified, with no date given. The Bain agency, based in New York, supplied newspapers with pictures of city life and public events in the early twentieth century, so a procession like this likely belongs to that urban news coverage. Free milk programs of the period, such as Nathan Straus's campaign to supply pasteurized milk to infants and poor families in New York, responded to concerns about contaminated milk and infant deaths, and a parade could serve as a visible sign of that charitable reform.
