Sir Herbert Samuel, the British Liberal politician, is named in this picture's title, which the Library of Congress notes comes from unverified data on the negative or its caption card. Samuel served in several senior British posts, including Home Secretary, and in 1920 became the first High Commissioner for Mandatory Palestine, a role that defined much of his later reputation. The Bain News Service, a New York agency, produced news photographs of public figures and events from about 1900 into the 1920s, so this glass negative shows how the press portrayed statesmen of that era. The record does not give a date for the sitting.
