The title pairs a state governor with a troop of Boy Scouts, a combination that was common in the 1910s and 1920s, when the Boy Scouts of America (founded in 1910) drew official visits and public ceremonies. The record gives no date, and the identification of the governor comes from caption data the Bain News Service wrote on the negative or its card, so the names should be treated as provisional. George Grantham Bain's agency sold news photographs to newspapers from about 1900 into the 1920s, and its glass negatives capture the quick, posed style of that trade. The 5 by 7 inch format suggests a press photographer's working plate.
