Wheeler Dam, on the Tennessee River in north Alabama, was one of the large federal projects of the 1930s, built by the Tennessee Valley Authority to control floods and generate electricity. This portrait shows one of the laborers who worked on its construction, identified in the record only as a laborer at the dam, with the subject list noting African American workers in the Alabama project. The picture belongs to the Farm Security Administration and Office of War Information files, a body of documentary photography that recorded working life across the country during the Depression and the years that followed. Photographs like this one give a rare, individual face to the thousands of men who did the physical labor of building the dam.
