Calvin H. McGhee and two women of the Creek Nation are shown conferring with President John F. Kennedy outside the White House in 1962. The meeting took place during a period of active debate over federal Indian policy. In the 1950s, Congress had pursued termination, a policy aimed at ending federal recognition and services for some tribes. In early 1962, Kennedy sent Congress a message on Indian affairs that rejected termination and favored tribal self-determination. Photographs like this one record the delegations who brought tribal concerns directly to the executive branch during those years.
