Lawmakers at work under the Capitol's great dome are the subject here, though the record gives no names, exact date, or chamber, so the view is best read as a general glimpse of the period. The Frank and Frances Carpenter Collection, held by the Library of Congress, gathered many photographs of Washington life taken in the decades around 1900, when Congress was debating railroads, tariffs, and the growing role of the federal government. Congressional sessions of that era were conducted without the electronic aids of later years, so the work depended on clerks, printed records, and face-to-face debate on the floor. Pictures like this one show the setting in which those decisions were made.
