Its title pins the scene to 1800, when Congress first moved into the Capitol while much of the building was still unfinished. Only the north wing was ready for use, and it housed the Senate and the House of Representatives, while the rest of the structure stood half-built amid raw clearings in a city still taking shape. Congress had met in Philadelphia until the government relocated to the new capital that year. This is a reproduction of a drawing, so it shows how the building was pictured for viewers of the time rather than a photographic record of the moment.
