A captive balloon, tethered above the water, was used to lift a Voice of America antenna into the air during a March 1952 test. The caption card links the scene to the USS Courier and to Coast Guard barrage balloon work, so the picture may show a shipboard radio setup. Voice of America was then expanding its shortwave broadcasts to listeners overseas, and high antennas were central to getting a signal across long distances. The record is based on old caption data that has not been verified, so the exact purpose of the setup is worth reading with some caution.
