Stockton in 1895 was a river port and farm trading town on the San Joaquin River, where vessels from San Francisco Bay tied up at its wharves to load grain and unload lumber and manufactured goods. Wheat grown across the surrounding San Joaquin Valley fed the flour mills and warehouses along the waterfront, and rail lines connected the town to markets inland and to the coast. As the county seat, Stockton had a courthouse, a growing number of churches and schools, and fraternal halls where residents gathered. Many local people still remembered the dredging that had opened the channel to deep-draft ships, and they knew the city as the head of navigation for the valley. The nationwide depression that followed the Panic of 1893 had left merchants watching grain prices and river traffic closely.
