Chief Justice William Rehnquist swears in Bill Clinton on the west front of the U.S. Capitol, the platform where presidents have traditionally taken the oath. The color print captures the crowd gathered on the Capitol grounds for the start of Clinton's first term, which followed twelve years of Republican administrations and made him the first Democrat to hold the presidency since Jimmy Carter. Rehnquist had presided as Chief Justice since 1986, so the ceremony also shows the Supreme Court's role at the center of a peaceful transfer of power.
