Stephen M. Sparkman was a Democratic congressman from Florida, and this portrait shows him during the years the National Photo Company was working in Washington. The company documented lawmakers, officials and other visitors to the capital, often on glass negatives like this one. Sparkman served in the House for more than two decades, so the picture reflects the long tenure of a Southern legislator in the early twentieth century. Streaks and blemishes on the glass come from the natural breakdown of its original coating, a common effect on plates of this age.
