Two men, identified by the titles Col. J.M. Meekins and Hon. W.S. Graham, are named on this glass negative dated August 16, 1923. The National Photo Company, a Washington, D.C., studio active through the 1920s, made many portraits and news pictures of public figures and events in the capital, and this plate reflects that work. Glass negatives like this one often show streaks and blemishes from the slow breakdown of their original coatings, so the marks visible here reflect the object's age. The plate came to the Library of Congress as a gift from Herbert A. French in 1947.
