President Woodrow Wilson is the figure at the center of this scene as he takes part in laying the cornerstone of Central Park Church, a formal ceremony that marked the start of a new building. Cornerstone laying was a public ritual in the early 1900s, usually with a printed program, and a program survives with this negative. The picture comes from the National Photo Company, whose photographers recorded Washington-area events on glass plates during the 1910s. Look for the streaks and blemishes on the glass, which come from deterioration of the original coating rather than from the event itself.
