Frank Beard's two-page color lithograph, published in *Judge* on March 1, 1884, plays on a pun in its title, "Hush money, or money for the sewer." The joke links two kinds of payment: the quiet sum that buys an officer's silence and public funds that disappear into municipal building projects. Beard was one of the leading American cartoonists of his day, and *Judge*, a New York humor weekly, used spreads like this to lampoon city government and its tangle of graft. The subjects named in the record, corruption, bribery and the police, reflect the public suspicion of urban officials that ran through the decade.
