The record names the sitter as Henry Allen Cooper, though that identification comes from caption data the Bain News Service wrote on the negative or its card and has not been independently verified. Cooper was a Republican congressman from Racine, Wisconsin, who served in the House of Representatives for more than two decades. The negative is dated May 24, 1912, a time when Bain News Service supplied newspapers with portraits of officials and other public figures. The George Grantham Bain Collection is one of the largest surviving sources of American news photography from the early twentieth century.
