A 1917 lithograph from the Carey Printing Company of New York asks shoppers to hold their sugar purchases to 2 pounds per person each month, and it promises that the store displaying it will follow the sugar rules of the U.S. Food Administration. That agency, headed by Herbert Hoover, was created in 1917 to manage food supplies during the First World War. Its rationing was largely voluntary and aimed at sending food to England, France, and Italy, whose civilians and armies depended heavily on imports. The poster shows how the war effort reached ordinary households and local merchants, who were asked to display such pledges in their windows.
