On January 20, 1941, Franklin D. Roosevelt rode through Washington on the day he began his third term, and in this photograph by Hirst Milhollen an Army troop carrier rolls ahead of his automobile. The image captures the defense buildup underway as the United States moved closer to entering World War II. The swearing-in took place on the South Portico of the White House, and the ceremony was kept simple, with far less pageantry than in earlier inaugurations. The military vehicle in front of the president's car is a reminder of how much national attention had turned toward preparedness that winter.
