This albumen print was taken from the Capitol's upper level and looks northeast over the city's streets and rooftops, a vantage few visitors of the period could reach. It dates to about 1863, when Washington was a crowded wartime capital. Troops, government clerks, and new arrivals had swelled its population, and the city was still uneven, with open lots and half-built blocks beside older houses. The Capitol itself was in the middle of a major expansion, with its cast-iron dome rising during these years. Views like this one document a city in transition, with the seat of federal power still under construction.
