This text-only poster has no illustration. It relies on its blunt slogans, "No shirking" and "Enrol to-day," and on the emblem of the National Service Industrial Army to make its appeal. By 1917 Britain's war effort depended on civilian labor in factories, mines and farms as well as on soldiers at the front, and the government used campaigns like this one to recruit workers for essential industry. The poster's message is that enrolling was a national duty. Its directions to collect forms at post offices and national service offices show how ordinary local institutions were used to register the workforce.
