Flandreau, in the Dakota Territory's southeastern corner, was a farm trade town in 1883, a few years after the Chicago, Milwaukee & St. Paul line reached it. Wheat, corn, and livestock from the surrounding Big Sioux valley moved through its grain elevators and rail yards, and merchants and stockmen made up much of its business community. The town took its name from Charles Eugene Flandrau, a Minnesota lawyer and Indian agent who had helped shape early settlement in the region, and it sat near the Santee Dakota reservation that dated to the late 1860s. In 1883 the territory was still governed from Yankton, though plans were under way to move the capital to Bismarck that same year, and Flandreau residents followed those territorial debates closely as they worked toward statehood.
