Roosevelt's signature on the declaration of war is the detail that sets this print apart from the many other pictures of him at work. The record dates the image to December 1941, the month the United States entered World War II after the attack on Pearl Harbor on December 7. Roosevelt signed the declaration of war against Japan on December 8, and the Office of War Information, the federal agency that produced and distributed wartime imagery, circulated photographs like this one to show the government's response. The picture is worth studying for its staging: the president at a desk, the formal document, and the solemn tone that the government wanted the public to associate with the country's entry into the war.
