Aristide Briand, the French statesman noted on the caption card, is the figure this group is tied to, and it places the photograph in Washington in late 1921. The city was hosting the Washington Naval Conference, convened by the Harding administration to limit the costly building of battleships among the major naval powers. The National Photo Company, a Washington agency that documented official life in the capital, made many portraits of visiting dignitaries. The posed group reflects the formal, in-person diplomacy of the period, when naval treaties were negotiated face to face.
