Taken in 1921, this group portrait shows delegates to what the record calls a world disarmament conference, better known as the Washington Naval Conference. Opened in November of that year, the meeting was called by Secretary of State Charles Evans Hughes to curb the naval building race among the United States, Britain, Japan, France, and Italy. The caption card names French premier Aristide Briand, one of the European statesmen involved, and the talks produced the Five-Power Treaty on capital ships and two related pacts in early 1922.
