Set on the Meuse River in northeastern France, St. Mihiel had been held by German forces since the first autumn of the war in 1914. In September 1918, the American First Army under General John J. Pershing launched an offensive that cleared the salient around the town in four days, the first major operation planned and led entirely by the United States in the war. By 1919, when this view was made, the region was in the slow work of recovery, with towns and roads being repaired and the battlefields beginning to draw visitors and memorial attention.
