Franklin D. Roosevelt is shown addressing a joint session of Congress on May 16, 1940, less than a week after German forces invaded France and the Low Countries. In that speech he asked lawmakers for a major expansion of national defense, including a goal of producing 50,000 aircraft a year, a request that reflected growing alarm over the war in Europe. The photograph was made by Harris & Ewing, a Washington, D.C., studio that recorded political life in the capital for decades.
